Text Box: Additionally, the Town Code, Vehicle Control, specifically provides for the placement of a stop sign on Oxford Rd. and previous versions of the Town Code have provided “clear authority for the Town to regulate traffic along the improved portion of Oxford Rd.”
The letter was sent to Lisa Mendelson-Ielmini, Deputy Regional Director of the National Capital Region, National Park Service.

Text Box: The town attorney on Aug. 14 wrote the National Park Service confirming that NPS agrees that Glen Echo owns Oxford Rd. and requesting that the NPS acknowledge this in writing within 30 days.
Two years ago, the town was advised informally that the NPS had concluded that Oxford Rd. was a town road and that a written confirmation of this conclusion would be sent. Despite subsequent requests for this written confirmation, it has not been received, according to the letter.
Such written confirmation is essential, the letter stated, “to avoid possible disputes in the future.”
Furthermore, the letter written by town attorney Norman Knopf stated, if the town does not receive either written confirmation within that time, or documentation disputing the town’s position, it will be considered an acknowledgement by the NPS that Oxford Rd. is a town road under the exclusive jurisdiction and control of the town.
The letter goes on to lay out the history and legal validity of the town’s claim to ownership of the road. It cites the 1891 plat, which included Oxford Rd. extending from what is now MacArthur Blvd, crossing University Ave., and then looping around to the left until it formed a circle that closed at University Ave. It is unclear if the looped portion was ever used as a public right of way, but the present straight road which ends at the Clara Barton property has been used by the public, and maintained and regulated by the town since its inception, the letter states. It adds that the street has been paved by the town since at least the 1930s or 1940s.
