RESOLUTION TO AMEND THE
TOWN OF GLEN ECHO CHARTER,
ARTICLE VI, SECTION 622,
TO PROVIDE FOR COMPETITIVE
BIDDING ON CERTAIN TOWN
PURCHASES AND CONTRACTS


		WHEREAS, the Town of Glen Echo is a municipal corporation of the State of Maryland generally authorized by 1957 Maryland Code Annotated, Art. 23A, § 2(a) to protect and preserve the municipality's rights, property, and privileges; 
		WHEREAS, the Town of Glen Echo expressly is authorized by 1957 Maryland Code Annotated, Art. 23A, § 2(b) (2), to expend any municipal funds for any purpose deemed to be public and to affect the safety, health, and general welfare of the municipality and its occupants ; and , 
		WHEREAS, the Town of Glen Echo finds the use of competitive bidding in connection with purchasing and contracts under certain circumstances to be within its rights and privileges, and to support the public welfare . 

NOW THEREFORE, BE IT ORDAINED, by the Council of the Town of Glen Echo, that Article VI, Section 622, of the Town Charter be amended as follows: 

"Section 622.  Purchasing and contracts.

The Town Council shall prescribe by ordinance a system of purchasing and contracting for all goods and services used by the Town. The purchasing system shall be administered by the Mayor subject to direction by the Town Council.

The Town Council shall prescribe by ordinance for competitive bidding for purchases or contracts with the Town in excess of an amount to be established by ordinance, except contracts for professional services customarily negotiated."
